Initially codenamed F17, the BMW X7 has been under development since 2013 with the joint efforts of BMW and Rolls Royce. The model is now said to be known internally as G07. It will be based on the Cluster Architecture (CLAR) rear-wheel drive platform that the sixth generation BMW 7 Series uses. The X7 will be manufactured at the company's Spartanburg facility.

The BMW X7 could be offered with a wide range of petrol and diesel powertrains including V6, V8 and V12 options. The four-cylinder units may not be considered for this vehicle considering its flagship status, and as it is rumoured to be more luxurious and powerful than the 7 Series.
